Odisha government issues guidelines for Diwali 2021
Bhubaneswar: Hours after Orissa’s High Court ordinance authorized the bursting of green fireworks during Diwali celebrations, Odisha’s government today issued detailed guidelines on the sale and l use of firecrackers during Diwali, Chhat Puja and Kartik Purnima festivals.
In an ordinance, the Office of the Special Relief Commissioner said the sale and use of fireworks will be limited to only green fireworks that meet the definition and wording proposed by the Scientific Research Council. and industrial – National research institute in environmental engineering.
Apart from green fireworks, the sale and use of other fireworks and attached fireworks is totally prohibited.
The SRC order stated that the use of fireworks should be restricted from 8:00 p.m. to 10:00 p.m. on Diwali Day (November 4) only.
Only traders or dealers who obtain and produce a certificate from the Petroleum and Explosive Safety Organization (PESO), after a proper inspection of their existing stock, are allowed to sell their products.
Regarding the sale of green fireworks, the order of the SRC mentioned that an authenticated copy of the PESO certificate issued after proper inspection of the existing stocks in the possession of traders and resellers had to be deposited with of the district administration and the police commissioner to obtain permission to sell green fireworks.
Traders and resellers who do not obtain and produce the PESO certificate will not be allowed to sell their products with the precautionary principle in mind.
“Merely labeling the boxes of fireworks as green fireworks and providing QR codes will not allow any merchant or dealer to sell the same,” the order reads.
Retailers will be allowed to open stores and sell green fireworks in special areas designated by the respective district administration or police station.
“Violation of the guidelines will be dealt with strictly and criminal proceedings will be instituted,” one reads.
